EXPLANATORY NOTE/BACKGROUND
General Synod 2019 passed the following resolution:
Resolution C005—Constitutional Review (as amended)
Be it resolved that this General Synod:
Direct Council of General Synod to review the composition of the membership and the rules of order and procedure of General Synod and bring forward any recommended changes for consideration at the 2022 General Synod.
At the November 2021 meeting, the Council of General Synod directed the Governance Working Group to proceed with the steps necessary to implement the working group’s five proposals to respond to Resolution C005.
The revised Rules of Order and Procedure are intended to clarify and restate the operating rules for General Synod in plain English.
In addition, they incorporate the procedure for the No Debate List (which previously had to be dealt with separately), and allow either the mover or the seconder to speak a second time to close debate.
PROCEDURE FOR ADOPTION

Section 11 d) of the Declaration of Principles requires an amendment to the Rules of Order and Procedure to be passed by a two-thirds majority of the members of General Synod voting in the normal manner (that is, as a whole).
Rule 23 of the Rules of Order and Procedure requires a motion to suspend a Rule of Order to be passed by two-thirds of the members present voting as a whole.
